the levels are well over 10,000 times the lethal dose for a human.

solar radiation... the kind that is constantly blasted at the earth from the sun, it is what causes the northern lights, it is our magnetic field fighting solar radiation.
the moon is right on the edge of our magnetic field it gets nearly no protection from solar radiation, that is why it is covered in helium 3 and earth is not.
