Simply put people love to see people actually wanting to become part of the society while having someting to offer to society (read: have the papers to get a proper job, get said proper job and just assimilate like ordinary citizens). If this is the case you'll be alright, really. Learning the language helps, but generally people just want to be able to converse with you (meaning you either speak sufficiently Dutch or proper English).
I do wonder though, what do you find appealing to Maastricht or the Hague? From my point of view both cities fit in the categorie of "nice city, might consider a job there but wouldn't want to live there ever".

You would (be greeted well, that is). Skin color doesn´t really matter, nationality doesn´t really matter. Most people I know even go out of their way to speak english to people who don't speak Dutch. As long as you're not a dick, they'd probably find you interesting and will ask you a shitton of questions about the US.

If you're black, though, expect a lot of racist jokes. It's mostly the ignorant people (a small minority) that are actually racist, just as in any other country, but goddamn do we love us some negro jokes. There's also a lot of jewish, nazi and belgian jokes though, so if you feel uncomfortable just switch the topic to something involving the war.

The weather is exceptional, the people are awesome (as long as you arent in amsterdam), and the attitudes the dutch have towards corrections and drugs are extremely similar to my own. I wouldnt mind moving to Maastricht or the Hauge. But thats just me.
