'Communism' is an end goal, in which the State (the government) is little more than a economic regulatory body.
Leninism was the original ideology of the USSR. Leninism was a transitional stage between capitalism and communism. Now, with Lenin, there was a central authority, but there were local 'soviets' (Russian for 'council'. Like local councils, or county governments or whatever it is in the United States). The local workers' soviets would hold real power, as communism is meant to be local, self-governance.
Stalinism focused on the policy of 'War Communism' that Lenin had introduced to fuel the war effort. It was considered a necessary evil that was required to win the Russian Civil War, and was later replaced by the New Economic Policy when Lenin realised how bad War Communism was for the Russian citizens. War Communism was characterised by total government control of the means of production, whereas the NEP allowed private enterprise, while the government retained control of big industry, banks and foreign trade.
Eventually, Stalinism became extremely centralised, and the power of local soviets diminished, as Stalin sought to solidify his control. Through the Stalin period is where the majority of the human right violations by the USSR are committed. Lenin himself warned the Communist Party of the Soviet Union that Stalin was not fit for leadership and wasn't concerned about their comrades.
More social liberal reforms were made after Stalin died. However, severe deregulations of the economy by the new governments lead to the eventual collapse.

I would say that THIS makes other extremists follow his suit.
I'm sorry, but IMO those conditions are practically stating "I'm not getting severely punished if I kill an indefinite number of people"
IMO when extreme cases such as these start to happen, it's a clear sign that harsher laws need exist.

I'm happy that you brought about people's safety.
Ever thought about how many cases were in which the convicted, after being released from prison, got revenge on the people who sent him there in the first place?
Imagine this: I witness a crime, I report it to the state authorities, the killer gets caught, I'm called as a witness in the trial, my word as a witness gets the killer to jail.
5 years later he's free to come after me. How did this make the world safer?

You cant really bring up this case because hes been in jail for 5 years for killing someone, thats not what Im saying should happen, Im saying they should go for life in prison, hell, take away their right to socialize with other inmates or something, but dont kill him, and dont release him after 5, or 20, or 40 years.

Why do you think in some countries the authorities are too afraid to catch mob members?
And by keeping him in prison for the rest of his life, you get back at one of my starting points: why should society spent its taxes on a murderer for the next 50 years?!

Because its cheaper to just pay for his food and stuff, than to go through the whole legal system on such a meticulous matter, it takes years, sometimes decades, and with all the money just wasted by the government in anything related with court appearances, and lawyer costs, itll be much more expensive

Just what I said earlier, you're going to have a trial anyhow.
And you don't just pay for his "food and stuff". You also pay the men that guard him, the entire prison facilities (running water, electricity, warmth, etc).

Yes, harsher punishments have wored wonders for the american system! Check the statistics for intentional homocides in Norway vs america. 0.6 in Norway, 5 in America.
Incarceration rate we're 10% lower per 100 000 citizen
Recidivism rate in America 50-60%, Norway 20%.
