Nah most other decks would easily beat it, you wouldn't be doing much damage with the wisps and even if the person you were against just went for face damage they'd beat you quicker.

Yeah, but you can summon infinite amounts of em, so you can just shave the enemies down whenever they put em out of their miseries

You'd be doing 8 damage every turn with a full board so not from turn one, and it's not hard for your opponent to play decent minions and keep good board control early on since you wouldn't be playing that many wisps.

If your deck is only wisps, buffs and draw more cards you gonna have a full board every turn

Not early turns cause draw cards cost mana. For example arcane intellect wouldn't be able to be used until turn 3.

You can only have a certain number on the board at once though and you'd be wasting most of the wisps on taking out enemy minions as opposed to doing actual damage to the enemy hero, it really wouldn't work.

As long as you can keep the max amount out at all times the enemies would have a real hard time getting creeps out and you would shave em down

I'm gonna have to point out that you're clearly not familiar with Hearthstone, as you asked about the deck limits for cards.

This is really just not a feasible strategy at all.
Especially since wisps have 1 hp, so if they kill anything at all, they also die.

Yeah and as I said before then you're wasting all of your minions on destroying theirs even if you had lot's of draw cards then you'd still just run your deck out. Plus when they start playing stronger minions or buffing some of their minions then you wouldn't be able to destroy them even if you had a full board as you'd be doing a max of 8 damage per turn.

If you do 8 damage every turn you chances are you can destroy people before they get to that round, also depending on how you do the deck you can bring in some shaman buffs too, make em hit hard like a motherfucker, or if theyre druid specific theres probably some nice buffs there as well

What do you mean? If you're board was full the enemy would still just keep doing face damage, I don't understand how you think this would work.

Every round they put out shit and you can just kill it instantly with 5 or 6 wisps, unless theyre charge fags they would have a damn hard time getting their creeps out to do damage in the first place
