Idk man, the commercials I see in europe are for normal use coughing syrup, nasal spray or harmless flu meds. Stuff you can get without prescription, approved according to high health standards.
While I was in the US, the ads looked like they were trying to make you believe feeling unhappy is because you're not taking their pills. Antidepressants, painkillers, sleeping pills, everything. At the end of every ad, there's a 5 second mention of all possible health hazards going so fast you can't even understand it. There are also so many places (like friggin walmart) where you can buy lots and lots of pills that wouldn't even be approved in the EU.
The commercials alone were genuinly shocking to me, really can't believe pharmaceuticals make up such a large part of that culture, it's absurd.
actually at least for medical devices the FDA standards are a lot more restrictive...
I assume that its just that you can buy pills and shit without prescription. Basically advertising pulls in EU is useless anyway, cause nobody can buy them just like that, and you can just go and say "doc gimme some valium" or whatever you want.
I can give an example:
basically this is a 28% solution of bleach, sold as an all-cure in the US for some time, without license from the FDA (obviously), when they found out about it, it was banned and that lady that made it had her medical license revoked, then ran away and started selling it from somewhere in south america where they give 0 shits about her and her crazy ideas. point is, no prescription needed, as long as its not registered as medicine, but say, food supplements. or if you`re registered then wheeeee, go nuts.

depends how you market the product... if its not marketed as medicine, food or drink you might be able to completely avoid any FDA restrictions.
But generally, yes, it would be tested.
But there are lots more examples of shit like this, especially in other countries with looser restrictions. Like some countries would allow shit like this for example:

the amount of shit people come up with just for money is staggering, and I guarantee you there are idiots out there that really believe this shit works.
Of course shit like this is banned in a lot of places, but not everywhere, because international laws are generally loose on these subjects and countries are expected to have local control, hence its also hugely complicated to marked anything genuine, even if similar products already exist it can take 5-10 years to go through trials.
Yes of course, I wouldn't want it otherwise, but putting unsafe products on the market because it's cheaper or for what ever reason is simply evil.
