Call me crazy but i really couldn't care less about any term limits. The only reason they exist is because Washington didn't want to be a king even though FDR was far from one.
Congress is more or less a pool for presidential or cabinet members, it relies entirely on leadership to even slightly properly function and maintain some sort of party platforms. If there were term limits there would be far too many inexperienced people voting.
well i mean.. if people actually voted for their congressional representatives then they would be forced to listen to their constituency. they win from incumbency because like <10% of the eligible population vote in the congressional election on non-presidential years.
you see all these petitions online calling for the president to do shit. you have to sign with your name, email, and zip code. why not just use that info to send a letter to that person's congressmen??
actually i mentioned this to a non-profit that was petitioning obama for some bill to help out bees. their response was pretty much "nah. we never planned for it."
I have interned at a U.S. senators office. The people who contact the office to voice their opinion are the most educated voters you can imagine. But for congressmen, they have far less to worry about because there are very few "battleground" districts out there thanks to gerrymandering.
If you want your voice to be heard start with your 3 representatives (2 senators and 1 congressperson) because they have people that will absolutely listen to you and move your message forward.
But our office dealt with federal issues and constituent services (say, if you are having a problem with some bureaucratic organization we can help you), not any campaign, so I couldn't tell you what they are thinking when they run.
That being said, Senators who have been around a long time have a much more effective constituent service staff.

what do you mean by more effective constituent service stafff?
Constituent service staff help people that are having trouble with the VA, SSA, DoL, or they need federal grants, Academy nominations, general inquiries into the government etc. If they are in the office longer they have better connections or abilities in these bureaucracies and can also help their constituents more effectively.
If you get a new senator, the senator's new chief of staff has to hire all kinds of new people that may not have much experience. There are like 40-60 people that work for each U.S. senator on strictly federal (not campaigning or anything) business, and if you cycle that it could be messy for the millions of possible individuals that need basic congressional services.
that happens with presidents, no? they have a new cabinet and god knows what else.
i mean, presidential staff don't facilitate direct service to the people, but still.
Yea it goes way beyond the cabinet. My guess is that the Chiefs of staff will tend to keep most the staff together if, say, their boss plays musical chairs with congress, senate, cabinet member, president or VP positions.
