In the book they also owned two million to the Church, but Cersei bargained it away to allow church to have military. Another brilliant Cersei move.
At the beginning of the first book, Crown was six million in debt. By time Cersei made deal with the church she managed to drop the debt from nine to seven million.

And while members of the House Lannister are in control of the Crown, finances are very carefully kept separate. Tyrion asked Tywin if he is willing to forgive the Crown debt and Tywin just snorted at him.

That last part is because I'm assuming the Crown is funded by taxes paid by everyone in Westeros, while the individual kingdoms are funded by local taxes and the wealth of the lands (i.e. crops, gold mines, etc) owned by the nobles. Were you being serious when you said Cersei was brilliant? Because it sounds sarcastic, but I can't be sure. She's possibly the dumbest person with any influence in Westeros, except for Mace Tyrell.
Anyway, House Lannister's finances are not in the condition they used to be, and with Tywin dead, Tyrion gone, and Jaime abandoning Cersei , they're likely to get even worse. All of it's kind of a moot point though, because Tyrion is absolutely not rich hell, in the books he's a slave who joined a mercenary company.

Crown is mainly financed through crown lands and trade tariffs. There are some taxes coming from other kingdoms, but great houses don't pay tax, they, instead, have to maintain an army and serve as military for the Crown. (Westros is High Feudal system). Taxes from other kingdoms mostly come from cities, which pay tax directly to the crown.

Tyrion isn't rich in current moment in the books, but he will soon be serving the Targaryens. We will see how it goes. But for the vast majority of the story he is incredibly rich.
