ooo thats tough the easiest way is to use a jetter the problem is with a city sewer line all the water u are using to cut the roots has nowhere to go but back towards you into your house. some companies have special pumpers designed to account for this I would tell your local company whats going on so they can tell u what they can do about it but theres nothing you can really do by urself

it wont break down, it will either sink or float in your tank, if you have a filter in your tank it can build up quickly and cause your tank to backup and even backup into your house which is why its important to clean it yearly
