Oh, and this all came about because the US drew a 'Red line' situation where if chemical weapons were used in Syria, they would have to reassess their no-involvement policy. Chemical weapons were used a few times pre August 21st and then a fairly large chemical attack took place on August 21st.

Not war. Obama wanted to (and still wants to) carry out missile strikes on Syrian government targets under the guise that he's stopping chemical weapons being used and detering future use through fear of international intervention. He attempted to rally international support, he failed. He attempted to get it through congress and get the support of the US people, he failed. It seems that nobody wants him to carry out the strikes for various reasons - unsure who fired the chemical weapons (Assad forces/FSA Rebels?), unsure of the consequences (rise of al-qaeda forces in Syria with weakened government?/Syrian allies provokation?), unsure of the international legality, etc, etc. Meanwhile, Russia (who says is unsure who fired the weapons) proposes that Syria hand over all chemical weapons to sort the issue and the international response is very positive. Only, the US is standing there, gun pointed and finger on the trigger claiming that this is only a stalling tactic and it'll still fire if Russia's plan isn't satisfactory. Personally, I believe the US just wanted to get involved and speed up the toppling of Assad but wasn't expecting the amount of resistance from, well... everyone. Makes me wonder what they'll have to do in the future to enter Syria/Iran.

Kind of inaccurate since there's no proof Assad ordered the use of chemicals weapons nor did the Syrian Army. More than likely it was the rebels. If the committee at the CIA's intelligence reports weren't based on flimsy accusations and improbable clauses and emotions then I think the U.N. would give more effort into supporting an attack on the Assad regime. Plus you know throughout European investigations, they had been believing for awhile now that it would be more suspect to believe the FSA used chemical weapons.
Plus Iran has been warning us for about a year now that the FSA have been in possession of chemical agents and know how to make homemade bombs. But we ignored the diplomats.
