I'm not sure what his reason for being in king's landing was, but seeing a man kill one of your fellow prisoners and then transform to look like him would explain why Rorge and Biter were so deathly afraid of Jaquen in the books, and those two weren't the type to be scared by just anything. Again it makes some sense that he felt a need to follow Arya and after learning she was going to the wall joined up to keep an eye on her.

But what you and wtsheals seem to be missing is that the higher class of Westeros has become sacrilege in general, thinking themselves either above the gods, or thinking that the gods don't exist. While Jaime Lannister was Vargo Hoat's captive, he swore numerous times to himself that he would marry Cersei, and show the people that "Lannisters are above the laws of men and gods."
Ned Stark was promised to the wall, yet he was beheaded. Cersei sent armed men to catch the group headed to the wall after the fact, and demanded that Robert's bastard be handed over, despite the men of the watch being untouched by the going-ons of the kingdoms.
Robb still clung to these values, and believed that a man like Walder Frey would be so quick to forgive and re-ally himself. Walder Frey, who essentially asked Robb "Well, what do I get out of letting you cross my bridge to save your father and sisters?" Walder Frey who withdrew all his troops the moment he learned Robb Stark had broken their agreement. Walder Frey is an uneasy ally in good times, let alone when he's insulted as he was.
And Roose Bolton? Who wears the banner of the Flayed Man of Bolton? Who defied Robb's direct order to bring Theon Greyjoy to him, and instead handed him over to his (spoiler) bastard son to torture? (end spoiler)? Boltons were famous in the past for skinning Starks and wearing them.
Knowing of the nature of Walder Frey, and his general disregard for what others say about him, and knowing Bolton... And then knowing the Frey just gave Bolton a fuckton of silver as a wedding Dowry, and knowing Bolton worked with Vargo Hoat, who was originally working for the Lannisters... And above all, knowing that he didn't have the troops to take Frey by force, and knowing the Frey knew that as well.
Don't get me wrong, I understand how sacred guest right is supposed to be: but I also know that only a fool blinded by "honor" would consider it a perfect shield.
