you don't know about vectoring? or advanced digital art?
when you vector an image you can edit lines to suit the form you desire, then save them as an image and rotate them and adjust them to get the desired effect.
the feathers were pasted from a single image using a paintbrush tool in gimp, the shapes were made using inkscape, these programs are free online to download and work quite well, they also allow you to edit images to make transparent(no borders) and to make animations.

yup, the things you can make using those programs are impressive when you get the hang of it.
this one took me 5 hours from paper to digital layering.
