ofcourse, it depends whether it's private or public sector. it's not exaggerated to say that those sectors are two separate worlds considering effective work and your rights and conditions as a worker. but yes, in balkans (can't say for eastern europe in general but something tells me it's the same) it's like general attitude "work as less as you can, and gain as much money as you can". there are many reasons (political, historical, sociological etc.) why that is so, and unfortunately it will remain so because there're many people working in public administration - those are the potential voters so politicians are afraid to intervene in their unduly high rights to cause revolts or, of course, to lose their votes.
on the other side, you have workers in private sector who are left on self-will of their employers (mostly big chain stores owners): they determine their relatively low salaries, work-time, shifts etc. for example, only about 5% of croatian workers in private sectors are members of some trade union! and at the same time, most of employees in public sector are protected by their trade unions like polar bears.
this is simplified distinction, you can always find decent workers in public sector (professors and teachers, for example), as well as dangler in private sector, but general situation is like written above. i have a friend who recently started to work in local state administration office (county) and he told me he was shocked by the things he saw...
in balkan there's a folk saying (ironical and true): "you can never pay me that low how i can work little" (not sure if translation is good).

relative at some point because there are some things that make all or high majority of people happy, like money (not necessarily a lot of money, just enough money for decent life) , family, health, love, good social relationships etc. those things are universal. and i think that at the same time really few people have all those things. the feeling of incompleteness, which can vary from time to time, is inherent to human being itself.
if someone constantly havers about some minor problems and doesn't realize that there are millions of people in much worse situation, he or she is just being an ignorant dork.

I'd venture to say that you are the ignorant one, sir.
Now, before you react, I'm not lessening any soldier's pain, I respect and admire them for all the crap they've gone through and still come out (relatively) okay.
But to sit there and minimize people's problems because "it could be worse" is unhealthy at best and destructive, at first. It can ALWAYS be worse. You could have your junk bitten off by an alligator, but it could be worse: You could be on fire as well.
Point being, people's problems are real and affect them. Don't go and tell them otherwise, regardless of what your situation is. (Of course, there is a clear line between complaining about trivial things and having actual problems, but considering your comment, I'm sticking with what I said.)
