If you have a room fitted out with only luck 10 people The percentage will drop to zero.
Not confirmed from me but a friend said it if you have a luck 10 person and give it something that increases luck the percentages will go up by 9 instead of 10% each time you rush

My vaults start to die out about the time I start unlocking SPECIAL training rooms.

Any plans on how you do your stuff? I could give you a bit of advice

I build 3x quarters, power, food, water, in whatever order, and upgrade them once.
Then I start breeding.
Once I have enough people to fill up power/food/water rooms I don't know what next to build.
Eventually I start getting raiders, and while having no weapons to fight off, I somewhat quickly run out of food and everyone dies.
Not having any luck with wasteland and I don't quite have any people to spare.

I normally start with putting them in generator rooms (energy is key, food second, water third) because they only get their max health halved. I suggest too that you always have an explorer kind of guy which gets the best equipment and training for the wasteland so you get extra bottlecaps and loot. and if you have pregnant female inhabitants they also runaway which is quite a good bonus.

In my opinion, normal more or less, as long as he makes it back again. If you can get him into a training room for special abilities he will survive longer (I dont think it matters much what you increase) Also he gets better with his health the higher his level is and they level quite fast in the wasteland

I am trying that out right now my character has a T60f Power armor & and a rusty plasma rifle (17 damage) 25 stims and 10 rad away and how far he gets

So for explorers I should concentrate on making stats even (faster to raise them), but for all other rooms concentrate on single stat to maximize efficiency?
When should I build training rooms? I'm sure I'll run out of power in like 5 minutes if I try it now.

As said, power is key. Just get a training room and put one in it I normally raise just 2 stats (Luck and the associated stat wherever they work) for the workers and every stat for the explorers.

I can build extra power room, but by the time I get enough workers I'll be low on food/water. When I fix those it's power problem again :\

In the early states I was running low on energy and had a lot of food / water. I builded one additional generator room and then I had energy full and no food/water. Currently about 6 weeks in this vault I have always maximised food / water but energy is still abit low no matter how many nuclear reactors I create

I guess I'll just keep trying till it works. Thanks for advice.

I had to rush a fair bit when I was starting out, especially for stimpaks and rad aways so I could send more out. Probably because I tried expanding faster then I should have though.
