There could be a trembler trigger on the inside of the zipper, for example, and now you've lost a 200,000-shekel robot instead of a 200-shekel one. The risk of detonation simply makes it unfeasible from an investment standpoint. Cheaper to drive a robot up to it with a shotgun and shoot it. Hell, you could build one to do the job from a toy truck from Wal-Mart, and a cheapo shotgun from... well, Wal-Mart (in the US, anyway).

Even outside Jewland, that still makes sense. You only send in an actual EOD specialist if the bomb is so big that the cost of it detonating outweighs the cost of the EOD specialist. It's like recalls in the auto business: if settling the total number of lawsuits is less than the cost of a recall, they don't do a recall.
