Again, simple economics. A robot that has the dexterity and perceptive capabilities of a person would be unbelievably expensive - and with a bag bomb, you have no idea what the triggers are. There could be a trembler trigger on the inside of the zipper, for example, and now you've lost a 200,000-shekel robot instead of a 200-shekel one. The risk of detonation simply makes it unfeasible from an investment standpoint. Cheaper to drive a robot up to it with a shotgun and shoot it. Hell, you could build one to do the job from a toy truck from Wal-Mart, and a cheapo shotgun from... well, Wal-Mart (in the US, anyway).

Why risk losing a bomb disposal officer who cost hundreds of thousands of shekels to train, a bus shelter, a fence, and part of a street when they can just blow the thing up with no one near it with a shotgun-toting robot that cost 200 shekels?
Even outside Jewland, that still makes sense. You only send in an actual EOD specialist if the bomb is so big that the cost of it detonating outweighs the cost of the EOD specialist. It's like recalls in the auto business: if settling the total number of lawsuits is less than the cost of a recall, they don't do a recall. So it is here: if rebuilding after detonation is cheaper than losing an EOD specialist, you just blow it up and rebuild.

How many people do you know in America because we are taught spelled. Through the 18th and 19th centuries, the two words were used interchangeably throughout America but spelled became the primary spelling of the word around 1900. However, both are generally considered correct and are still interchangeable because of the wide use of spelt in English speaking countries outside of North America.
