Every month city state county releases 10 criminals into the wild. One of them is given a red badge, but they don't know which one, so they all think there's a 10% they're the featured fugitive.
Now here is where the game begins, people have to find and capture the fugitives for a reward, knowing the featured fugitive gives a much bigger reward. However, people also know that the featured fugitive is also the most hunted one, so you have the most competition.

Pretty sure heaven's door can only make you do things within the realm of physical possibility, bar some unique stand abilities.
Pretty sure speaking italian is physically possible.
But not if you don't know any Italian. If koichi knew some Italian already but had difficulty pronouncing it, then Rohan could just write that koichi could perfectly pronounce the words, since all you're doing is changing the way your mouth moves when the words come out, but he can't just start speaking Italian out of the blue, his brain doesn't know any Italian. It's like if Rohan wrote "you will only speak in Martian", koichi wouldn't be able to just randomly speak Martian, it's just not possible.
Also "flying back at 60kmph"
Humans are actually capable of doing that though. Sometimes when you see people electrocuted they'll fly back across the room. That's not because of any explosive force of the electricity (because there is none), but rather that your muscles are contracting so fast that your body literally launches itself like a ragdoll. It can't do that normally because that's actually pretty damaging to your muscles, but it is within the realm of human possibilities. Besides some random stand abilities, I don't think heaven's door ever made anyone do things outside of human possibility.

The reason is copyright issues. It's not for 'no apparent reason'.
That said, I can't wait until Vento Aureo starts getting subbed. Good luck, Crunchyroll.
I'm sorry if it was hard to tell, but I'm entirely aware. I know very well how it pisses people off so I do it sometimes
Ya got me my friend. I just have no idea what they were thinking doing that or why, so it makes me mad.
Its probably cuz copyright from songs or bands.
