Just google "how to use gif on omegle" for a step by step tutorial.
Basically, you're just using a program like Manycam which acts like your webcam input. In that program, you can choose whatever source you want to be the output: animated gif, static jpeg, or a webcam. When you're visiting Omegle or any other site utilizing webcam streams, you can pick "Manycam" (or whatever program you're using) as the input source instead of the actual webcam (when you hover over the window with the cam-feed, there will be some options, including muting and cam-selection).
