Russia had few foreign interests not accessible by land, and when they needed to exert pressure abroad they preferred subterfuge and subtlety. As for eventual naval engagements, they invested greatly in anti-ship cruise missiles that proved to be very effective in the few conflicts they were employed.

I believe their problem was that they had one maybe two ports on the Eastern coast with access to open sea as the south west coast would mean passing too many bottle necks. As there was never the need or available space they did not build as many during the arms race. Although this is just a guess based on limed knowledge!

Very valid point, though. One of the reasons why Denmark, Sweden and Norway had some nukes reserved for them was to avoid their coastal artillery to be able to sink the fleet. And as you point out, the amount of harbors to the east are rather limited as well.
The only thing that suggest that not to be the limit is that carrier groups tend to spend the most of the time out at sea...
