Well it could be a really small one with say, the mass of a golf ball. Shit wouldn't do anything, but it'd still be a black hole technically.
It's not actually possible to have a black hole the mass of a golf ball, because that would imply a Schwarzschild radius of 6.8*10^29 meters, which is just way too fucking small. To give that a sense of scale, a proton is about 10^-15 meters. Mass just doesn't come that small. In fact, if you go much further, you hit the Planck Length,1.6*10^-35 meters, which is literally the minimum distance that is possible.
Wouldn't a black hole of any size set off inside the planet's atmosphere destroy the earth?
Not if they're unstable. Most small black holes we create just denigrates in less than a second.
Actually, black holes aren't infinitely dense, they're indefinably dense.
Still, density notwithstanding they do have a set mass, which can be greater or smaller (though measuring it is a bit of a poser ;) ).
