Holy shit. You're not going to believe me, but this happened to me and a friend while we were jamming on the dirt roads in the countryside of Cherokee county, Georgia. I'm relatively certain that it was either just some wandering vagabond fucking with us or my friend planned this out, because it's pretty fucking spot on, but here's what happened essentially; We were 16 at the time, My long time friend, a Native American fellow lived out in the country outside of Atlanta, I visited him and we ended up wandering around the roads with our guitars, jamming, but we couldn't get them tuned right (probably because the strings were pretty worn, the guitar was pretty old, and we had not changed them in a very long time). We got to the spooky area near the woods and in the distance swaggers in a fellow wearing garb similar to the image in the original post. He was a black man, trampish and dirty, with a strange, dance-like arrhythmic gait. As he neared I felt a bit apprehensive...

He came up to us and I would be neglecting the story if I didn't tell you that he seemed to have soot all over his face, his eyes were hazel (which I've seen on black people before, but was still nevertheless unusual for someone of his deep complexion), My friend had been noodling "Heroin" by The Velvet Underground this whole time, making the scene very strange. The tramp spoke. He said "Sounds out of tune, I can tune it for you if you like" My friend handed him the guitar and the man tuned it by ear. "You should probably get new strings" he said. My friend awkwardly laughed "Heh. Yeah..." He turned to me and said "Does yours need tuning too?" I, seeing no possible risks said yes, and the man proceeded to tune mine too. He said "You need new strings too". I nodded my head and thanked him and he said "Y'all best get back, it's getting dark". We said we would and he walked away.
I since heard this story time and time again, I was spooked, but now I'm sure my friend planned it.

yeah, he was also a spartan I and because of the all the augmentations he became immune to the flood parasite.

Actually he volunteered for the spartan 1 project but it flopped and in later years the program became spartan II, which he was not entered becuase they opted out for 6 year olds.

He also cannot be infected by the flood because he received so much damage to his spinal region from a huge covenant energy weapon explosion. so that when a flood tries to take over his body, it literally cannot hook into his system because it is so damaged and altered by his past injuries.

I believe he puts it as "they passed me up like overcooked spinich at a Thanksgiving Dinner", In the book First Strike

Probably your monitor. In games I use MSI afterburner to lock FPS to 59, then it reduces tearing somehow. If I let it be 60 or above the screen tearing is real.

I'm not sure can you make that work on web browser though. Try to get another monitor from friend.

I have turned the V-sync in the Nvidia Control Panel on to "adaptive." I am also not sure that by watching fire videos is a good test cause tearing is very noticeable
