You should soak it in a cleaning agent, such as bleach or ammonia.
It'll kill er'rything.
That and using a lot of friction to clean the actual sponge in said cleaning agent. It'll get anything physical off while killing all of the germs.
After that, let it dry and store it. No need to wrap it in anything. It's just a sponge, man.

I can't speak for all college radio, and WMSR is by no means the norm. Regarding music, our station has a committee of several dozen people (the aptly named New Music Committee) and they review the music sent to the station by bands across the country. If they give it a positive review, it's added to the playlist, which is constantly broadcasted, 24/7.
Not being a member of the exec board, or one of the station's engineers, I don't know exactly how the broadcast loop works, but I presume it's randomized.
Now, when someone is actually in the studio, they're able to mute the loop and replace it with their own music. So, for example, in my show, I just hook my laptop up via a USB cable, and can then broadcast songs of my choosing.
Again, it might be different for your college, particularly if they have an FM frequency. As I understand it, FM frequencies have their own set of rules and regulations, and are generally much more strict with what they allow. Our university administration, in their infinite wisdom, chose to sell our FM frequency to some guy in Cincinnati, so we're forced to broadcast through the internet, which has it's benefits (I don't have to worry about people getting on my ass about copyright) and drawbacks (people have to make the conscious choice to listen in, which limits show exposure).
I guess the best way to get an answer would be to go track down someone from your college station and ask them.
