Chief of Naval Operations and the Commandant of the Marine Corps are of the same rank. The Secretary of the Navy is a misleading name as it's the Secretary of the Department of the Navy. The Coast Guard also falls under the same situation.

The Navy and the Marines are two separate branches with neither being in charge of the other.
