no. you can use the motherboards on-board 7.1 sound, but the sound card will offer higher quality audio. but you probably aren't using big speakers you could hear the difference from, so it doesn't matter.

Which cpu is better depends on what you are doing.

Assuming mostly gaming, yes, intel is the better cpu, at this short moment.

But with future consoles slated to use AMD 8-cores, and with steamroller on the horizon, AMD is the option for the future.

Intel's Haswell chips don't really offer much of a performance increase, where steamroller will bring each AMD core to the performance of an Intel core. the two are already pretty close as it is, so again, AMD, for the future.

i didnt really take into account taxes, but if you need to cut costs you can get a 128GB samsung 840 pro, a gigabyte 990fx ud5, or by dropping the soundcard and just use the motherboards onboard 7.1 audio, that would cut costs the most.

I really dont recomend Intel right now because they are killing off the 1155 socket, and AM3+ will stay fresh until late 2014.

Also dont go with water cooling unless it is a custom loop, which can get very expensive.

I left the cd drive, keyboard, and monitor to your discretion, since they don't matter too much.
