Think about your job, or your hobby, or whatever it is that you do. What if, after every single class you went to, or every shift you worked, or whatever you do, you had to write a 6 or 7 sentence long summary about it, every day of your life? Police officers have to write these reports any time they take any action basically. They do so many of them, and they are really just a record of what happened, not something that is going to be read by very many people. They aren't going to closely proofread every single one.

My Dad was a police officer,and they write them like this.They usually only get read once or twice(depending on the situation) so perfect grammar is not needed.Most of these are written in around 3-4 minutes.An incident like this where a fire-arm was discharged and an animal killeed for public safety would,at most,just get read by the sheriff(depending on the county),stamped,go to court if the owner of the animal needed him to,and forgot about.
