Each companion in Mass Effect presents different ways of looking at things and different moral ideologies because of their race and history Garrus is the idea of honour through service but being unwilling to do as is expected of him, Tali having to deal with her people's mistakes and trying to improve her races lot, etc.
Javik's race was an empire that spanned most of the galaxy and had a bloody war with the Reapers for more than a hundred years before he was even born (which they eventually lost)
Javik was made into an 'avatar of vengance' for the Protheans and put in cryo with a few thousand other soldiers who were to come out when the Reapers went back to sleep, forcibly uplift some other species and then destroy the reapers while rebuilding the empire. Except shit happened to the facility and they weren't woken up and they all died in cryo sleep except for Javik who was woken up when the Reapers are coming round again. He also has a memory shard which contains a memory he doesn't want to remember about how he had to kill his brainwashed comrades which is part of why he is the avatar of vengeance
Javik is fueled by rage and hatred for the Reapers. Everyone hates them for what is happening but Javik is the most outspoken, supports the actions which will do the most damage to the Reapers, even if all life ends as a result. He is wholly defined by his need to make the Reapers pay. He says the quote in response to a question about why he has such disregard for honour and maintaining morals. While some companions do advise for more renegade actions with Javik it is because he wants to see the Reapers pay for what they have done

People rap on mass effect 3 a bit too much i feel, maybe it didn't live up to the hype, but does when does anything ever fully live up to it?

It's not that it didn't live up to it's hype. It just that the game completely shat itself with that horrible ending.
