No, he's right. This is the distribution of intelligence among US whites and blacks, with an estimation of subsaharan African IQ added. The correlation between IQ and income is one of the highest in social science. The ones that you see in the West are typically far above average. It's perfectly possible for a black person to be a genius, it's just extremely unlikely. Remember the 68-95-99 rule in statistics. In the US, around 1% of whites are geniuses, but for blacks, it's like .1. Africa is a standard deviation worse than that. The fact is, they do not have enough smart people to have an industrial economy.

''they do not have enough smart people to have an industrial economy''
Do you know what the facts are? Do you know that six of the ten fastest growing economies are in Africa?
Africans were and some still are shitholes, but they are becoming more industrialized and western every year.

I really don't care what you think about IQ or education, your lack of knowledge on African economies makes me suspicious if maybe you have an agenda.

The part about IQ and income seems to make a bit of sense to me though. If you're smart, then you can get a better education than someone who might not understand math. Said higher education would lead to better jobs and opportunities in life, thereby giving him a larger income.

It's got nothing to do with education.
Sure you can handle education better than others but education is just a proxy.
If you have a high IQ you're good at problem solving, solving problems is what people pay for, ESPECIALLY problems they can't even think of the solution to.
The actual quality of the education itself at Harvard and MIT is the same as any other university. Hell MIT has actually posted all of its learning material and lectures online for free (MIT open courseware).
The reason that you get a better job from Harvard or MIT isn't because of the quality of education, it's because it's hard to get in. So if you're smart enough and disciplined enough to get into MIT then employers want you.
Education doesn't make people smarter, it just gives the already smart ones some cliff notes so they don't have to derive everything from scratch.

problem solving can be trained, education makes you smarter, because you train how to think.
if you wanted something where education doesnt come into play youd have to count neurons.

That's wrong.
There has NEVER been any scientific evidence that you can in any way, shape or form increase problem solving ability (which is approximately IQ but to a very high degree)
You can be trained in specific skills, that can happen, but your general problem solving ability CANNOT be trained or thusfar even chemically induced.
"Train you how to think" is advertising jargon, it does not work. I can train you how to form a coherent argument to communicate to me what you think but that doesn't improve your actual ability to think.
And counting neurons also is not correct. It depends in what part of the brain they are, it depends on how connected they are, it depends on mylination.
Increasing IQ can only be done by selective breeding, it's something like 80% genetic. The 20% environmental is all about not lowering it by starving you or alcohol poisoning.
A lot of research has been done on this and it's grim stuff. You can't raise IQ, you can simply fail to lower it.

what you end up testing sure af aint the iq as per definition.
you think someone who doesnt read and write and doesnt learn anything ever will be on the same level of problem solving than i am?

Ah but now you're talking about technical skill.
IQ, as per Rayvens progressive matrices, is about your own mental input, the actual solving of the problem. Processor power if you will.
Now I teach you how to read, write etc.
YOUR problem solving abilities are unchanged. You are as mentally efficient as you were before, your working memory the same. I have made it easier for you to engage with the problem but the actual crux, your ability to take in information, process it, and devise a solution remains static.
And this presents a very real problem which I believe may actually lead to a bronze age collapse tier catastrophe.
So you can give people training and tools which can turn some problems from "Figure out a solution" to "Pattern match within the text book". But the more intelligent you are the more such tools benefit you.
And then there is the fucking computer.
If you have a bunch of people who have all learned how to code and you give them computers, the difference in their productivity is not linearly dependent on their IQ's.
It's damn near exponential.
And the reason for this is that the smarter you are the more efficient at problem solving you are, and the computer speeds this up. The smarter you are the more efficient you are at making the computer speed up your problem solving because you are able to think of what the computer should do better, more efficiency code, generalize problems so you can have multiple outputs.
And this is what we see, as technology advances the more intelligent you are the more productive you are because as we move further and further into abstraction thanks to said technology your ability to manipulate abstractions becomes more relevant. The more productive you are the richer you are.
We're already at the point where you will be better off at the age of 40 if you are born into the top 1% of IQ's than if your family was in the top 1% of incomes.
I'm not saying this in triumph, I'm pointing out that we're in a positive feedback loop based on our biology where rewarding people for their own productivity will inevitably lead to immense inequality and there doesn't appear to be any way to rectify this as education clearly doesn't help because smarter kids, again, get more out of the same education as other kids. With the sum total of human knowledge available for free on the internet all you need to do is drop down to the library, book a computer and you can, in principle, finish the MIT school of engineering's entire syllabus before you finish puberty.

It's important to recognize that for the most part, the people who legally come into our countries are the best of the best. The based, trilingual, 105-IQ Nigerian who got a job at your company is not representative of his nation or people.
And yes, a little better "nurture" can help a worse "nature", but there's still that ceiling that we're all born with. No matter how well you love a pitbull, the average pitbull will never be anything like the average beagle. Genetics are a powerful thing that you're not gonna overwrite with love and care. And when there's 3 billion pitbulls to our 300 million beagles, it's not feasible to throw enough money at the pitbulls to HOPE that some of them can become like a beagle.
If you think a first-world lifestyle and surroundings can make a third-world person like us, just look at the plight of blacks in America. They can't be like whites, despite 400 years of living next to us, and despite 50+ years and trillions of dollars wasted trying to make them like whites.

''400 years of living next to us'' and of those 400 years how long have black people lived as equals with white people? There are people living today who lived under Jim Crow laws and their economic and educational successes were weaker than white peoples not because genes but because they were held back by society.
Facilities for African Americans were consistently inferior and underfunded compared to those which were then available to white Americans; sometimes they did not exist at all. This body of law institutionalized a number of economic, educational, and social disadvantages.
You can talk all day about genetics and IQ but at the end of the day, black people were limited in education, law enforcement, economic and social aspects more than any gene you can give a shit about.

When I lived in the hood I was always on edge walking home, but I wouldn't say afraid. I just kept an eye out for suspicious shit, listened for footsteps, etc. People confuse practical caution with irrational fear a lot I think. Also man or woman, walking home alone at night you should be much more concerned with mugging than rape. I think we do women a disservice by telling them as a society that they should fear being raped. This isn't the Middle East, the vast majority of rapes happen between people who know each other and not in a public setting. The fact that women feel unsafe walking home at night speaks volumes about how we endourse the feminist "rape culture" fantasy.
