She seemed to think i was bad at art on purpose even though I was working my ass of staying after class and everything,and I told her I'm never gonna be able to paint you a Rembrandt at best you'll get Something Picassoesque.

Well, in classes that require creativity, like music, art and drama, teachers often favour the more talented members of the class (no offense), for instance, in my music class, my music teacher loved me to bits, whereas she didn't pay any attention to those who weren't proficient at an instrument. It's wrong, but it's natural, sadly. Did you take Art as an option, or was it required?

It came from the times when 'Private Education' referred to those who was home schooled, as only the wealthy could afford tutors, so Public School literally means 'Open to the paying public', like how a religious school would not accept people outside of the faith (schools in England are known for actually checking with the local priest etc and making sure each student regularly attends services), any school that's funded by the government is generally called a State school.

No, it just means that the school is open to the public. They are also called state or government schools. A private school is where you pay tuition and have to apply for acceptance.

Can they reject your child based on whether or not they are rich? If so, they have the right to discrimination, and thus they are private, like a university.

If they have to accept all students regardless of race, sex, and monetary well-being, they are public, and government funded.

Yeah, if you can't pay for tuition, you can't go, simple as. As I've said, in England, things are different, I live here, and it's Public School, and I'm aware that in America, the term 'Public School' seems to mean that you'll get shot if you show up wearing the wrong 'colours'.
