That's like, rule 0 for the Rogues. They don't kill. That's why Flash doesn't go all-out against them: they're villains, sure, but they're not bad guys. They rob banks and cause general mayhem, but that's because that's what they do. They can't find gainful employment,due to being supervillains, so they act as professionally as possible in their villainy. They don't have any animosity against the Flash, and he doesn't treat them poorly; Flash tries to stop them from breaking the law, and the Rogues try to stop him from stopping them.

I've never really been into reading the comics but this intrigues me. What is the story here? Who is this guy and why the Flash fucking him up so harshly?

Indeed he was a grade A supercunt. However, I wonder how the rest of the Justice League would react knowing what the Flash did to Inertia. Even if he was a vindictive asshole, he is still just a teenager. Flash even stated he had already taken his speed away. So, the fight was already ended; Wally pretty put a violent asshole teen in a "I have no mouth, but I must scream" scenario for all eternity.
