The government will issue waivers to special interest groups and donators letting them avoid any negative affects of any of the this. (100%, It was one of the first things that started happening when Obamacare passed, hundreds of 'crony
companies' were given waivers to bypass the requirements that they give their employees health care, and to avoid the tax increase the bill was giving to everyone else. And the democrat controlled congress gave themselves a 75% discount on any obamacare plan, the republicans tried to get that revoked but the dems shut them down)

Okay, Possible results of Government regulations. (with a general idea of how likely it is to happen)

1) Websites (Every time I say website it also applies to game hosting/server stuff) will now be required to buy government issued permits in order to exist. (very highly likely. this is how TV and Radio station currently operate and the FCC controls them)
1a) If your webpage's content is not something the government likes your permit could be extremely expensive, very hard to get, or outright refused. (Very likely, Remember how conservative non profit groups were being singled out by the IRS and refused non profit status, or were asked to give information that it was 100% illegal for the IRS to ask for.)
1b) Your permit decides how much bandwidth you get, The higher tier your permit the faster you speeds. (almost 100% likely, and exactly what 'net neutrality' was supposedly going to prevent, so instead of paying an isp for more money you will be paying the government. This will make the internet overall slower except for the few huge company sites that can afford higher tiers)
1c) Permits will be required to be renewed yearly and prices will increase dramatically as the government uses it as a 'tax' on websites and the 'big mean corporations' that own them, these extra prices will them be passed on to consumers. (Very likely)


2) Content Rules restricting what you and your users are allowed to say. Violations will result in Fines and possible shut down. (Very highly likely, think no cuss words on non-cable TV and radio.)
2a) Restrictions expanded over a long time period to remove the ability to criticize the government or say certain things. This is the BIG ONE. Right now the internet is about Free speech and information, once this starts you can kiss most of what makes it great goodbye. (Also highly likely but it won't happen soon. Think about the fact that congress is no longer allowed to use the word 'lie' in any form ever since some guy called Obama a liar while he was making a speech on the house floor (he was lying too, obviously so).

3) The internet and it's website will be turned into 'packages' Like Channel packages for cable. You have to pay for more expensive packages to visit more webpages. (I give this about a 50/50)
3a) Websites that pay money will get to be part of the lower cost packages. Bribes to the gov officials involved will push your website into cheaper tiers and competitors into expensive tiers. (if 3 happens, 3b will happen 100%)
3b) Re-read 1b and apply it to the you the internet user and your internet package.
(already happening now, you spend more to get more bandwidth, but now TAXES will be a major part of it)

4) Information. The government will require any website with a permit to supply any information it desires on demand, or it's permit will be revoked. This will include any thing from billing info to the IP address and user information of mrhax2345 because he said 'the president sucks ass' on page 32 of an 88 page long forum thread. (very likely, and buried in the terms of the permit)

5) ISPs will be forced to price and supply exactly how the gov says. everything will be regulated and a an ISP can no longer supply higher bandwidth than the government says it can. It also has to supply at least what ever the government says and the government gets to pick those prices rather than the economy or competition. This means no more sales, no more package bundles, and every company will have the same services and packages. It'll be like the internet is run by gas stations, some may be a couple cents less than others, but no gas station can run a 'sale' and offer 3 dollar gas at $1.50 (yes it's actually ILLEGAL for gas stations to lower prices, also this is extremely likely, it's what everyone wanted net neutrality to actually do, except the government will fuck it up with bureaucracy.)

Unfortunately okamiterasu is both right, and EXTREMELY wrong.

To US, the users of the internet, Net Neutrality is like a road system with no tolls or arbitrary restrictions.

To the Government Net Neutrality was a pair of buzz words that the public liked, so they made 330+ pages of new rules and regulations and the FCC voted them in without allowing the public to know what any of them were despite frequent requests. The Chairman of the FCC even refused to go to a hearing before congress so he wouldn't have to talk about what was in the rules they were making.

It was passed last Thursday and STILL they won't tell anyone what's in it, so while nobody knows for sure, it's almost 100% certain these cartoonists are right, and the people who edited them don't understand that the Net Neutrality they believed was hijacked and used as cover to pass something far from what we wanted.

I think I heard something about them keeping it under wraps for a month, but I'm not 100% sure.

Either way they have to go public in order to start implementing them. I'm guessing they're following standard operating procedure with 'the voters will hate this' news. Which is to hide/misdirect/pretend its not there it until the outcry dies away then release it quietly and only a marginal number will know/fight it.

They did the same thing with the Lois Learner Emails, Benghazi, and like several dozen other things this administration has done.

Net neutrality doesn't directly deal with things like data caps, but the idea is to treat all data equally regardless of source, destination, content, or purpose.
