He's referring to the last words uttered by Eric Garner before cops ganged on him causing him to suffocate to death. The phrase is often used by black rights activists.

Eric Garner didn't die from asphyxiation though, so that entire premise is just wrong. He died from heart failure in part due to chest and neck compression by the officers who detained him, but there was no signs of physical injury to the neck or chest. His death was for the most part due to health problems that the officers were unaware of. Paramedics even said he was breathing just fine at the scene.

I can't find anything saying there was no damage to his neck or chest. All I can find is that there was no damage to his windpipe (basically meaning it wasn't swollen or collapsed) or neck bones. Either way, this is one of the few situations where I think the cop was actually at fault for the death. That isn't to say Mr. Garner was a perfect gentleman because he did resist, although not violently or in a way that would warrant such a reaction from the police but he still resisted. The strangest thing about this case is that none of the cops or paramedics/EMTs that were at the scene performed CPR. I don't know whether that would have saved his life or not but it should have been done and risks leaving the city open to a lawsuit.

Preventable medical errors is one of the top ten causes of death in America.

The guy who started the whole Vaccines cause autism nonsense, corrupt doctors slinging perscriptions for oxycotton to druggies, Big Pharma in general hiking up the prices of medication.
Then you have the whole fuckfest of the people behind Obamacare.

A lot of that wasn't directly the doctors themselves, but it still stands as a point that the medical industry as a whole has lessened their focus on the "medical" part in lieu for the "industry".

I think it's refering to

Oh, yes, you have a very deadly disease. Now, before I heal you, do you have money to cover the medicine and the treatment?

in america there are thousands of different systems designed to make medical proceedures viable. Paid medicine has been shown to be of higher quality than free government funded healthcare.

From Atlantis:
"Lt. Colonel John Sheppard: How's it coming Rodney?
Dr. Rodney McKay: Slowly.
Lt. Colonel John Sheppard: What's the hold-up?
Dr. Rodney McKay: What's the hold-up? Do you have any idea what I'm trying to do here?
Lt. Colonel John Sheppard: Niam gave you access to the program code, and you're screwing around with it.
Dr. Rodney McKay: Oh, that is so... relatively accurate.
Lt. Colonel John Sheppard: Thank you.
Dr. Rodney McKay: Still, we're not dealing with Rock 'Em Sock 'Em Robots here. We are dealing with a complex codeof over three billion chemical base sequences. It's like trying to reconfigure the DNA double helix.
Lt. Colonel John Sheppard: Okay, so, what? Five minutes? "

Direct jab at the random number of 38 minutes. SG1 did it too.
