The president is the only person that can authorize a launch, but if there isn't a government left to enforce that authority, then there are a number of reinforced command posts that have the capability of sending a strike without the president.

Japan, Germany, South Korea, are some notable places where many companies choose to make quality more important on their hierarchy. I'm not saying that cost is below quality on scale of importance in these areas, I'm saying that quality is given more weight. A manager in those countries wouldn't just say "go with whatever's cheapest", as is typical in american industries. They would say more so: "Try and save us some money, but if we need to eat a bit of cost to make our product better then go ahead.".

Mostly, its the places that have lots of pride in their jobs and products.

If that's your view on a workplace, that's alright. However, many employees will work harder to produce something they can be proud of, if they're given the right working environment and control of production.

I assume that's the case, at least in Germany, because I'm bulgarian. I'm very familiar with the bulgarian work mentality, which doesn't differ much from the romanian and polish mentalities. And guess what the nationality of everyone in that german factory is. I'll give you a hit, chances are few people below the rank of manager speak german. It's an inevitable side effect of being a prosperous country - prosperous citizens don't want to work menial jobs like working in factories or as garbage men or plumbers, so you have to either mechanize those, which is either impossible or way too expensive or just import some workers who don't really give a shit about pride, because the products aren't meant for them or their country. Also, they're not being paid enough to give a shit.
