I do agree that the woman was over-zealous in pressing charges, but I see nothing wrong with her being punished for stealing. You said "Forgive and forget, she learned her lesson" maybe she did, maybe she didn't. But she still has to face the consequences for her actions, letting her go does nothing.

she actually didn't press charges if you get the whole story, also if anybody steals any amount from you, you are totally justified to press charges against them. She's 19, not a child, she knows stealing is wrong and she only seems sorry because the woman is right there in front of her

She's 19, do you want to stample someone for life at such an early age? She is going to see the consequences of her actions, and it's going to frighten her, but where's the humanity in striking back with pure vengeance?
Sure, she has to learn, but hitting back at another with double the force will induce fear and hatred from both sides.
The best option here is to let her realize her fault and what punishment would follow, but she was ready to give all she had, in term of not losing all the chances in life that she can get!
