They have a max of 13 regenerations normally until they either have to take over a body, or make a whole new one. That's what happened with the Master, he had to take over someone's body, and when that died, he made himself another one with a loom (how more Timelords are made). Well the point you make has been made many times before, but here's something. I seem to remember that in the classic series the Doctor states the 13 regenration cycles is Gallifreyan law and now that Gallifrey is gone, well...?
Also, both in the Sarah Jane Adventures episode "Death Of The Doctor" and in "Let's Kill Hitler" he states that he can regenrate over 500 times. Also, there's a possibillity he might have drained a new regeneration cycle from River. What ever theroy works BBC have officially said he now has more than 13 cycles and is going to last as long as they see fit

The Doctor had his old hand in a jar (it got cut off, he grew another) His cut off hand generated a whole new body. He was close to a human though and, the human absorbed some of his energy when he was regenerating. She became half human and half timelord. The Doctor became half timelord half human thus having one heart. The real Doctor still has two hearts. The hand generated Doctor has one heart, but lives in a parallel universe so we don't see human Doctor anymore.
