AFAIK, not really. If I remember correctly there was a thing in 2014 where the courts ruled that you don't need a legit reason to apply for a CC permit in CA. Just need to pass your background check and all. Even so, I'd say it depends on where you live. It's pretty hard to get approved for a CC permit in LA, for example, because of the high crime rates (you'd think that'd make it easier for people to get permits, because of the need for self-defence, but then there might be illegal gun sales or even permits accidentally issued to potential criminals).
