Well, I can only speculate. This engine requires three main parts: A laser (to excite the thorium), the Thorium, and one or more mini-turbines. The laser is easy to aquire and it doesn't have to be that powerful. Like I said Thorium is relatively abundant (so much so that, even when you take into account exponentially rising energy consumption, if our entire infrastructure was based on this we would run out in 1000 years), but there is not a lot of thorium being mined right now. The most expensive piece however, would be the mini-turbines; their is no precedent for efficient turbines that small and thus, would necessitate development from scratch.
My complete estimate: $75,000-$100,000 for the first cars, $30,000-$60,000 after thorium production increased and the turbines are mass produced.

Well, with the upward spiral of gas prices, car companies will be looking for new sources of fuel. I find this to be a viable substitute seeing as the material is not radioactive enough to create a nuclear explosion, or even cause significant radiation poisoning. Also advantageous, is the fact that Thorium is pretty common (about as common as lead).
