Dawg, we literally see an entire arc of disdain and build up. He was opposed to the idea of mortals straight from his introduction, questioning their purpose and noting them simply as useless in the grand cosmic scheme. Gowasu explains it's not in his jurisdiction to judge or condemn, simply to observe and point them in the right direction. Zamas sees this as futile, considering "ningen" refers to fleeting mortal life, he understands that while they have the capacity for good, they are wholly volatile and unpredictable.
Not to mention Zamas' main motivation came from his discovery of Trunk's sin of committing time travel to the past, forbidden to even the gods. He sees this as reckless, phenomenally disrespectful to the gods, and dangerous. Trunks technically created the Zamas we see.
I think you're just a hater dude, being hard on the arc for fizzing out at the end. It was enjoyable regardless, even though some of the time travel got a little contrived.
Also btw, while Frieza and Buu are good CHARACTERS, they have shit motivations as villains. They're literally both just token evil for the sake of it. "Grrr more power for me grrr. 1 dimensional. I think Zamas could have one of the best motivations out of all DB villains, save for maybe Baby. He truly believes he's doing justice by creation, in his eyes, it's only logical to eliminate "dangerous, unpredictable, indifferent and disrespectful." Sorry you didn't like him, go re-watch. There's substance to his fall.

I didn't realize an entire arc was like 5 episodes. Most of what you're saying here isn't established in the show, it's your own reaching to justify his character development. The arc was painfully long, with multiple out of character mistakes from Goku and crew, a random power up for Trunk that I doubt will ever get explained, retconning out the ass, and an extremely lackluster finally. I'm no hater, the Tournament of Power has moved the show in a much better position. It's actually decently interesting and we're getting a look at new characters and universes that we've never seen before.
Oh lord... No man, just. No. Almost every on screen encounter with Zamas is him explaining his motivations. Black, actually does the best job of this, but no one saw that as Zamas char development. No one is disagreeing that the arc was lackluster, but the character establishment was not. They couldn't have drilled it more home. Say what you will, but you're stubborn and wrong if you're delegating the creation of his char to 5 eps. Every other line he spouts is development. I'm no Zamas fanboy, but seriously, credit where it's due man. He achieved his goal and it took a power greater than the heroes in the end to undo it. What other canon villain can make that claim? Cell, MAYBE...? Do the other villains even have goals...?
