eh, it's not as simple as it seemed

on the one hand, you have the southern states pushing to give slaves the vote, which sounds good, but ultimately they wanted to use the votes of their slaves for themselves. a vote cast by a slave is hardly uninfluenced, after all.

on the other, the northern states don't want slaves to have the vote, which sounds bad, but you have to remember that the southern states have a shit ton more slaves than the northern. as such, giving slaves a vote would give the southern states a disproportionate level of power in the polls, and all that power would rest in the hands of the slave-owners, which would be against the best interest of the slaves.

since neither side would back down, they reached the 3/5ths compromise.

honestly, I think the right call is to give them all full votes - as free people. however, I can understand that the political climate at the time didn't allow for that.

yeah, that's the funny thing (funny as in odd)

neither side saw slaves as worth 3/5th of a free person.

the south saw them as a conduit to greater political power, probably saw then as 0/5ths of a person.

the north saw them as people, but didn't want to undermine any attempts at future attempts at emancipation.

the compromise was just that - a compromise.

nope. the union (northern states, mostly) were pro-abolition

the confederacy (southern states) were pro-slavery

the sort of central/mid-western states don't seem to have been overly involved.
