i use them as a set, they both can do things that the other can't, gimp is good for coloring and detail and inkscape is good for making advanced shapes easily, i transfer files between both to get the results i want, in addition you can also animate easily with gimp as well by dropping files then saving as a gif and setting the frame settings.

i use gimp and go to layer/transparency/add alpha channel , if it's blurred out it's already there and all you have to do is delete the background with any selection tool.
you can trace that image to a bigger scale as well using inkscape so you can recolor for full detail as well.
both programs are free to download.
