Resize everything in photoshop to fit your screen. That means the wallpaper and the "comic girl" overlays you see when you hover over an icon. Then you need to load the overlays again and put them all back in the right positions. There's no quick fix and will take some time to do. Assuming you know how photoshop and rainmeter work.
