I just watched it and it's more related to Brotherhood than 2003, but not really(The only things I can think of that make it more related to brotherhood would be the "Gate" looks like it did in brotherhood and Chimeras can morph to look like humans(I don't think they could do that in 2003, but I might be mistaken...).).

I reminded me of the DBZ movies, in the sense of things wouldn't make sense unless you watched the series(The aforementioned Morphing Chimeras), but has too many plot holes to actually be connected to the main series...

The movies just retell the story, but they do cut down the size of the second half(Or what I consider the second half, you should know what I mean because something really important happens...) of the anime but I think it fits together better...

Yes there is a Dub of the 2003 series. What's better is most of the people that did that did Brotherhood as well(The one exception that I can think of was Al's Voice Actor because his voice got really deep...Or so I'm told.).
