No, not for that exact reason. Actually, the "insulation" isn't too thich, and it's meant to protect the wire rather than humans. The general idea of putting it about 100 ft. in the air is what protects humans.
Birds, or humans, don't die because they are only touching one wire. If the bird managed to touch two, it would die in a ball of flames.
Cool story about that, actually. About two weeks ago my department was dispatched to an "outside/unknown" fire at an electrical substation. After the fire was fully extinguished, they looked around a little bit and there was a severely burned bird that fell from the lines.

I'm an electricians apprentice and I was lucky enough to get to do some terminating with high voltage cables like that. they actually have 2 layers of quarter inch thick insulation and a copper film sandwiched between the layers that protects the wire from punctures and acts as an emergency ground should the insulation fail.
