I think perhaps it's also prudent to realize that most characters' personalities fluctuate alot between who writes for them, whether it be canon or fan-based. In most modern DC works, they've been trying to show Harley in this sort of anti-hero light whenever the Joker isn't around. (Which is becoming surprisingly often, moreso than the Joker himself, anyways.)

Its completely out of character and retarded, he has a billion reasons to attack red skull, but being an american is not one of them

I never claimed it made sense, but the writers tend to throw any sort of continuity in the form of personality out the window when it comes to trying to accomplish what they want out of said character. That's really just the way comics go, really, because each person has their own different views and opinions on what one could consider appropriate behavior for a character, even those who write for them.

Thats kind of the problem, you never know where you have your character, in one issue they cant beat Lex Luthor's power armor, the next they are invincible
