It might not be the solution to poverty, but it keeps people alive, at least until they get jobs. If they abuse it and don't try to find work, I believe it should be cut. My family, or at least, my household has to live off Centrelink, basically Australian Welfare, and we're a house of SIX.
My mother and aunt can't work, because they are too old and my aunt has a serious heart problem. My sister and cousins are trying to find work but it's scarce and they all keep getting denied. And I can't because I have school to attend to, no experience and likely can't keep a job due to erratic and unpredictable sleeping. And before someone says "Hurr, you have internet and a computer", that would be because if we don't have internet, we can't get paid and my school course also requires me to have the internet.
I don't enjoy living off people, but we don't have a choice until my sister and cousins find jobs. My father doesn't pay his child support that often, the rent and food prices are high. I hate feeling like a waste and a drain, but I can't do anything about it. All I can do is finish this school shit, hopefully manage to succeed and so help me god, I will give to charities for the poor. I don't want others to have to wonder if they'll have something for dinner, to wonder if they can pay rent, I don't want other families to deal with this. I believe government handouts can help and keep people alive, but if you abuse that, you shouldn't get anything. I swear, to all of you, you might think all welfare people are lazy, but we still struggle to get by, choosing between sufficient food for a week or a roof over our heads. None of us like it, but we have no choice, we are trying to get out of it but we keep getting kicked back down.
TL;DR, Government handouts aren't the solution, but to help you get on your feet. But if you abuse and squander it, you deserve shit all.

Government programs claim to aim to create equality in exchange for liberty, but consistently lessen both. The best way to have equality is to maximize liberty. It's not perfect, but it's the best hope we have.

Ever taken Macroeconomics? So-called government handouts aren't just sudden 'unsustainable' sacks of money we have to begrudgingly remove from the hard-earned fruits of our work, they're transfer payments, a set amount of taxes that goes back to the population and have been allotted forever, by every civilized nation. Just because they don't 'solve' poverty isn't even close to a reasonable argument not to have them. Does wiping your ass permanently 'solve' the problem of your currently shitstained undies? No. Is that a reason to stop forever? Probably not.

nobody says they are the solution to poverty, the merely allow for a better chance at equal opportunity, there are plenty of jurisdictions that pay unemployment, but only for a set amount of time for the person to get a job again. Solution to poverty would be handing out food and projects, to a point...

Actually, spending in education has gone up by over 400% in recent decades and to no avail. In-fact, students are doing worse in school than before.
I would contend that funding is not the appropriate response to fixing poorer grades in school. Simply throwing money at education systems is not going to solve any problems. What we need is a ground-up overhaul and audit of our educating process.
The reason that test scores will not go higher is because a decades-old system has peaked. With the way our education works right now, the grades cannot be improved. Everything needs to be changed. And it's not like we don't have other countries (like Sweden) to use as models, where the teachers are paid almost triple what American teachers are paid, and where a profession in teaching is as highly regarded as a medical professional in the U.S.

I didn't know about the spending increase. Unfortunately, the school district that I live in hasn't seen any of this money - we continue to get poorer and poorer. The problem is the standardized testing-based education system that we have. It's wrong and ineffective for a number of reasons, but simply put, if you judge a fish by its ability to climb a tree, it'll spend its whole like thinking it's stupid. An overhaul is most definitely in order. No Child Left Behind doesn't work.
