Earth doesn't fall under King Kai's jurisdiction, though. The only reason he watched them during the Saiyan and Namek sagas was because he was actually watching Goku, his student. After Goku died from the heart disease, King Kai had no reason to watch over Earth over more, because he's in charge of watching over the Northern quadrant of the galaxy, which Earth supposedly isn't in.

So yeah, I doubt King Kai would have responded to Bulma if she called out his name. Plus, he was shown to be napping throughout the entire Android saga anyway.

Ain't that the truth. A new freeway offramp was built up near my house, took them two months to build the bridge across the freeway and the road connecting it to it's destination, which was Cabelas. It was privately funded. The part connecting the offramp to the other side of the freeway (the government funded part) is still under construction.

If you actually look, a lot of the wars the US took part of...was due to the US being provoked into it. For example:
