That also has to do with the limitations of ram on the PS3. It had very little dedicated to the OS which is why the PS3 dashboard can be buggy as hell and why chat quality is balls and why there is no party chat.
I expect they wont make the same mistake twice though.

Aye, but you can argue that Party Chat is possbly the worst thing that ever happened to XBox live. When the option to talk to your friends anywhere, anytime came around people stopped talking to their teams and solo online gaming became possibly the most awful experience you can have with the consoles. What is worse it makes it even harder to find friends to join parties with because of the silence.
It's a big reason why I am still on the fence between the two because frankly, the XBox live parties are a horrible addition and have made my gaming experience as a semi-hardcore gamer (Not a casual but not a hardcore either) a total nightmare as I can never find anyone worth talking to.

I can assure you, now that PS4 has the RAM to support it, they will have a party chat as well.
I, however, don't think that's such a bad thing. The people who go into games in party chat tend to not want to talk to other people anyway.
When I play halo I go in with three friends in party chat (better voice quality) until we find someone in game chat. Then we usually invite them to our chat or go into game chat.
TLDR: people who don't want to talk aren't gonna talk regardless of party chat.

Perhaps, but at the same time you can't deny that since PChat came to XBL there has been a noticeable lack of good people to talk to. If you need more evidence of that then you can see it in the fact that MS are shipping the headset as standard rather than making more money off it and selling it as an extra and making the console cheaper.
They identify that people not talking is a huge problem online and makes it very unwelcoming to new players. And as many times as I head people say (we leave party chat when someone's in game chat) I've never once seen that happen but I have seen people without mics plug their mics in when they see people in game chat and I've seen it happen a LOT.
So it seems that you and I are on drastically different sides of this debate. You benefit from it but I and a lot of other people suffer greatly because of it. PC wouldn't be such a bad thing in my eyes if games made it mandatory for you to change your char channel when you enter a matchmade game.
Honestly though I'm not buying either console for at least another half a year, if not a full year to see what games come out and get a better price.

Valid arguments for sure.
I never played original xbox live because my mom was afraid I'd get raped or something (also I was like 8 when original xbox live was a thing) so I only know a world with party chat. Yet, I had no trouble making friends over xbox live.
I will admit it happens a lot less and seeing someone in game chat is much more rare than I'd like.
Some games have taken the mandatory game chat route like S&D in CoD, and that works fairly well. I don't think having that apply game wide would go over as well though. Especially if game chat quality isn't up to snuff. Ideally there could just be certain "social" playlists where partychat was banned. That's about all you can hope for, because I don't think either system will get rid of Party Chat anytime soon.

I referred only to matchmade games with that rule because I anticipated that rebuttle and you're right, PChats should be allowed in social games, but only ones in custom games and so on.

Just being facetious. My mom just didn't want me talking to strangers and all that.
I ended up just getting a free gold trial (for halo 3) and setting it up without her knowing. She eventually found out, but at that point it had been long enough that she didn't care.
More to the point, I would say that the majority of playlists and gametypes should allow PC, and certain specific ones require game chat. If you ban PC in the majority of things, people will get upset.

Which gametypes do you mean?
A deathmatch can be completely ruined because one guy on the enemy team has constant contact with you and is giving you their tactical info. The same for CTF games and so on.
They are also ruined if one guy in the game doesn't have access to the party either because nobody invited him or the party chat was full, making him not privy to the tactical info of his own team.
Back in the day you could hear the chat of enemies that were nearby to you, making stealth gameplay and spying a somewhat viable option. Not with PChat though.
I might seem really biased against this but that's because I am. That said, I know a number of girls who use PChat online to avoid having to talk to sexually repressed gamer freaks who drool over hearing that someone in the party doesn't have a Y chromosome, but that can be fixed by just muting the idiots or kicking them altogether.

Again fair points. So if you want to play with that sort of competition then yes, there should be a "hardcore" playlist so to speak. If people didn't want to talk they wouldn't go in (maybe require a mic to even access the playlist).
But for most people, team deathmatch or games of that nature are played to just do something with friends. It's all just for a good time.
In general I think there should be more playlists in games to better suit the kind of game your looking to play (social vs hard core/tryhard vs just dicking around) but it gets to a point where you split your playerbase to many times and none of the playlists have enough people. So the trouble isn't so straight forward.
I agree for sure that people don't talk enough in matchmade games. I especially hate when people plug in mics and then don't use them (usually because I leave PC to try to talk to them and they don't respond and have wasted everyone's time)

Well I offer you this then. Who is more important, the 1 person in the game with nobody to talk to or the 6 people not playing the game who you talk to every day?
That is my biggest problem. The prioritisation of over-indulging the majority over the abused minority. It makes games far less social in almost every respect. Whilst it allows people to play with their friends no matter what game they are playing it makes it very hard for people without friends to have any fun at all... and I may be wrong but the people who didn't have any friends used to be the ones who went online looking for them.
It's a kick in the teeth to what being a gamer used to be all about and whilst I'm not against change, I dislike change that favours the masses and harms the minorities.

Again, even though it's not as common anymore, I had no problem making friends on xbox live.
Halo reach had a glorious "psych profile" system where you could set what kind of people you wanted to be matched with, and one option was chattyness. That lets players who are looking for people to talk to set it to "chatty" whereas people who already have friends and are in a party can set it to "quiet". That seems like a fair middle ground. Although it does require people to actually use those settings.
My point still stands though. It may take a bit, but finding friendly talkative people on xbox live isn't nearly as hard as you're making it out to be. Literally the first day I played Halo after about three years I met two people who I now play with regularly. The day after I found another.
In fact, with the exception of one friend I know in real life, everyone I play with I met on halo or CoD or something.

Then you've got a charmed life. I've played Halo since Halo 2 and by the time PChat came around on late Halo 3 I've not met a single person on Halo that I have enjoyed talking to enough to consider them friends.
I played a LOT of reach and always had my profile set to chatty and I always did my best to be friendly but 9/10 games I was the only one with a mic and of that last 1/10, half of them the others with mics didn't talk and a quater of them were full of assholes. Only that 2.5% of games where there was at least one nice guy to talk to were fun.
But I still played because I enjoyed the games enough, even if they were mostly silent.
I am not making it out to be hard to find people to talk to online. You're making it out to be easy. You were lucky to find people you liked but I've yet to find anyone who is worth talking to through just random playing on XBox live whereas before PChat on Halo 3 half the games had people worth talking to and the other half had dumbass douchebags who were really fun to kill over and over and over again.
So whilst you may feel your point stands, from my experience it can't even crawl. I'm not saying there aren't people worth talking to or playing with on XBL, just that they are all sewn up in their parties and for some bizarre reason I never get to meet any of them.

There really is no logical answer to this. You can't just eliminate PC because it is a feature that , like it or not, people like and would complain to no end were it to go away. Where as, on the other hand, most work arounds to push people into talking in game chat are always received negatively (even in Cod the forced gamechat was originally seen as a bad thing), or simply don't work (a la halo reach). Now whether they don't work in theory or in practice is up for debate, but that matters little.
What does matter is that both sides have their draw backs. And, being that Microsoft/Sony are for profit and re;y on a userbase to make money, they are always going to go with the option which causes less public outcry.
Take away PC and people will be angry. They just wont do it. So it's the workarounds or nothing.
One thing you might consider though, people are people. Just because they don't seem like they are worth the effort of making friends with doesn't mean they aren't. It actually seems kind of ironic that you would say otherwise while at the same time speaking out for those with no friends. Some people aren't so outgoing when talking to strangers. I used to be that way. Just food for thought.

There is a logical answer, I have already given it. That is how logic works in this situation, a work-around that allows everyone to have a little bit of what they want as opposed to just feeding one over the other.
And MS is about profit, meaning that if they can take things away from people in order to open up their online services to new, paying players they will take that action. Backlash isn't something that matters if it brings more money in than it lets out and nobody would just up and sell their XBox because of PChat disappearing.
However that is not what I am advocating here. And I'm not saying they won't do it, I'm saying they should do it.
Also, with respect do not talk down to me like that. Whilst I appreciate the advice I know people better than most people like to imagine I do. They think that just because I am scathing that I cause my own lonliness but the truth is I would rather be solitary than spend my time milling around with the douchebags that I meet online. I know far better than many how to expose in a friendly manner the aspects of people that I consider to be of worth and they are not hard to meed criteria. (Though they seem shockingly lacking on XBL.)
Things like common sense, a refined sense of humour and a taste for at least one of the following:
Movies, Books, Anime, Internet shows,
Shocking how few people I meed hold any love for these things and how those who do have no understanding of the art itself, rather they are contented with the most empty of the genre, putting little thought into where they get their entertainment.
It may be food for though but it is undercooked and cheap.
(P.S. The cutting tone with which I've written this comment is more for dramatic effect than the conveyance of any real displeasure. I just write like that after I've been writing a certain character of mine.)

I think you may have read too deep into what I said. I don't know you personally, so making a personal attack would get me nowhere. I know nothing of your people skills, and I'm not judging you. Simply saying that sometime people who don't seem likey to be cool are. My best friend came of as one of the doucheiest people ever when I first met him.
Anyway, it's pretty clear that MS fears backlash (especially after the always online fiasco). And honestly, how many people would be drawn in by PC being removed? It's something that will only affect those who have already decided to give MS their money.
Honestly, if all games just had one playlist or game mode where PC is not allowed then this wouldn't be an issue. People who want to talk and meet new people will go there, and those who don't will stay away.
You said yourself that most people online aren't worth talking to, so perhaps you dismay lies with the community more so than the tool which facilitates them.

People to me are only douchebags when they have nothing of any value to contribute to other people who aren't douchebags. Hence you and I probably have very different definitions of what constitutes a douchebag.
As for the PC thing. I keep telling you that my proposition was not to remove it, but to limit it and by explaining their actions they would gain positive press by showing a care for new gamers and especially for the massive casual market who don't have time to form friendships online.
My dismay doesn't lie there. The logic is simple. People who I consider worth talking to do not want to talk to douchebags so they stay in their parties. My grievance is not with the community but with the system that segregates the community and fragments it more and more as time passes whilst offering no means to fix what it continues to break.
