The rule of two was established because when you have a bunch of Sith around, things inevitably default to infighting over who's the strongest.  because vader was now permanently incapable of overthrowing the emporer. vader was weak so sidious wanted a new apprentice to be trained and kill vader. but vader was still very pwoerful and sidious never found a worthy student. luke was the only one able to defeat vader which is why sidious wanted him as a student and to take vaders place. #11 -
