There's a huge difference between someone who uses the dark side of the Force (like the Inquisitors) and an actual Sith. The rule of two was established because when you have a bunch of Sith around, things inevitably default to infighting over who's the strongest.

because vader was now permanently incapable of overthrowing the emporer. vader was weak so sidious wanted a new apprentice to be trained and kill vader. but vader was still very pwoerful and sidious never found a worthy student. luke was the only one able to defeat vader which is why sidious wanted him as a student and to take vaders place.

I guess they're technically not considered Sith so the rule of two isn't applied to them.

Yeah. The Inquisitors in Rebels aren't Sith. The best comparison for them is Dark Jedi considering their knowledge of the force is probably around the skill level of a Jedi Knight or Padawan. They pail in comparison to a fully fledged Sith Lord or even a Jedi Master (which is about the skill level of Ashoka in Rebels). I mean, just look at her mop the floor with two Inquisitors

in a long time in the future, like millions of years probably, AI could have more free will than a human..

we are limited to our minds.. studies have shown that humans may not exactly have free will from what we have, generally, described it to be.. so AI, if it's all true, could have more free will than us..

so you can't really use free will as a determination for what is 'life' and what isn't.
