Because of all the legalities associated with getting permission to kill a man. Every month or so they have to go on trial again, and many people die on death row waiting for execution.

we should have yearly "hunts"
in mid april or so, we should gather together all the people who have turned 90 in the past year, and let them loose for one day, before it begins
if you manage to kill ten in one hunt, you will be granted a token that allows you not to become a part of this once you yourself turn 90

I agree... not as brutal as that though. So many pills are keeping old people living longer than they should. Should only give them pain relief and let them die peacefully. Not all this 30 pills a day, loads of operations etc... not really a life anyway.
