Lastly the video states 1litre, so I'm assuming a plastic bottle was used, also to clarify plastic binder imagine a blasting cap like a primer striking the surface into a mixture of nitrocellulose and potassium permanganate(already solidified) and causing a small but rapid explosion, enough to charge the tannerite.

Tannerite would explode in mid air or even worse in the chamber of your gun.
I would sugest using a classic pipe bomb desing using a nail at the impact site that slides into a primmer casuing the payload to detonate.
Similar to the desingned used in the anarchist cook book,

Tannerite will only detonate at super sonic speed/pressure I highly doubt it would explode before reaching the intended target. Also firing a pipe from a pipe, as I previously stated, is like firing a slug from a smooth bore shot gun unless you rifle the pipe or wad the payload it won't really go anywhere.
