That picture is so fucking retarded...
"Don't mess with Texas" is a goddamned anti-littering slogan. The only people who think it's our catch-phrase are tourists getting scammed into dropping $30 on memorabilia.

You're technically correct. Don't mess with Texas did start as an anti-littering slogan done by the state and it's not the state motto. And the picture is obviously wrong on a lot of levels. But meanings of words/phrases are not static and they do change their meanings over time. A lot of Texas-affiliated organizations have co-opted the slogan to represent the meaning non-Texans believe, including UT and the Houston Astros. Probably most importantly, the USS Texas has that as their motto, to warn others not to fuck with them. And so it has become a state slogan for the state, and I know quite a few people who use it in that way.
