There are a lot of implications behind all that was going on here.

First of all, it makes it easier for one modder to be paid for another's work. Normally, a rip-off artist would have to steal a modder's work and post it in a new place, and that place would be less popular and well known than the location the original creator had it, so it wouldn't pay off for the plagiarising cheat. With this, all he'd have to do is take a good mod with a reluctant owner and stick it on Steam, taking 25% of the profits for himself.

Taking money purely through donations also encourages people to do a little research and give money to the right person, because if I donated for a mod and found out it had gone to some stealing little fuck, I'd be at his house to get my fiver back. Hell, I'd make him post it to the original creator and pay for the stamp out of his own pocket.

Secondly, while Valve would have every right to take a cut for providing the sales platform and Bethesda would have every right because they made the game that the mod is based on, 75% is a fucking whopping amount for a pair of companies who make more in a month than your average mod-creator would in five years. It drives up the price that the modder will charge, because he wants his fair share, and this would create a hyper-inflated market bearing even more profits to the big corporations.

Thirdly, it would encourage some of the shadier game devs to put less work into their games, because some modder's gonna come along and pick up the slack, and LazyMcGreediness Corporation can continue making money off of that.

And lastly, you have to think long-term. If you can't trust that your money is going to the right people, you won't want to pay for mods. If the mods are ridiculously expensive, you won't want to pay for mods. If massive companies are raking in unfair amount of your cash, you won't want to pay for mods. If games being released are even shittier than they already are, you won't want to buy the game in the first place.

Basically, if this system were in place over a long period of time, it would halt cash-flow, kill game devs and starve the paid-mod market, leading to a gaming dark-age and ultimately harming every single group and person involved.

TL;DR: Paying for mods is bad, but please donate to the original creators of mods that you like.

If I got it right it was actually split three ways, valve took 30% for keeping it up, advertising it and such, Bethesda got to decide where the remaining 70 went since it's their game, so they sent the mooders 25% and kept 45% for themselfs.
It was still uneven but not as much as everyone seemed to think.

since mods are/were free, it was only really done by people who wanted to change something in the game as a hobby, and shared it with the community so they may enjoy their work, kind of like a collecter putting something on display.
Since mods became a potential source of income (however small it may be) people started making cheap, high demand mods like overpowered items, stupid crossovers, etc. just to make a quick buck, like how DLC has evolved over the years (from expansion packs to extra items to start with).
