So you wanna say a cop has to options:
Kill the guy or risk getting killed during the try to arrest him because he shouldn't disable him with a gun but only with pepper spray and tasers (which also can kill people)

1. Therefore bystanders are normally taken away from the scene.
2. Shooting to kill makes the death of the shot person even more likely. Oh wonder
3. He had a knife, he could shoot one time and it's way easier to dodge a knife than a bullet.

I get what you're saying, but it's not "shoot to kill". It's "shoot to stop". The difference is minimal, almost irrelevant, except for one part. When you shoot to stop you stop shooting when they go down to the ground. Shooting to kill would be to continue firing when they are on the ground, just to make sure (not really, I'm joking here). You still shoot at the same place for the same reasons (leg shots on a moving target are harder, and if you're shooting a non-moving target then you didn't really need to), the only difference is when you stop shooting.

I have made that mistake of semantics myself so many times it's not even funny.

Most times officers are trained to fire multiple shots into the center of mass. this can typically be up to 4-5 to the center of mass. This is to ensure the target goes down. Considering the number of cops most likely 2-3 cops fired on him at once. Considering the multiple shots thing is mostly reflexive due to training those 3 cops are firing 4 to 5 shots give or take.

Now people aren't perfect hive minds so when those 3 guys start shooting they aren't all going to react quickly enough to stop shooting once they see the other 2 officers shoot the guy. So yeah a man get's hit with 11 bullets but that's more just due to more officers involved. Each one reacting to their training.
